HACTO Implementation Resource Guide

This is a resource guide for City and County of San Francisco Departmental Climate Liaisons and Fleet Managers. HACTO, the Healthy Air and Clean Transportation Ordinance, is part of the City’s Environmental Code. (Sections 400-424 of Chapter 4). As part of Section 403 of the Environmental Code, your department is required annually to: 1) Report to SF Environment your department’s policies for using transit first strategies for transportation used in official duties. 2) Report your department’s record in implementing your transit first policies. 3) Reduce the size of your department’s fleet, and report annually on your fleet reduction. This resource offers guidance for how to create a HACTO plan that will contribute to the City’s goals and help your department meet its requirements. Each department is required to submit their HACTO plan for this current fiscal year (FY2012-13) by January 10, 2013.
