About the plan

The San Francisco Climate Action Plan sets out what the City will do to cut the polluting emissions that cause climate change, for a safer, healthier, more equitable future.

The plan outlines goals, strategies, and actions across seven sectors and represents a collaborative effort between community-based organizations, local businesses, and nearly 20 participating agencies and departments:

Climate change is here

Climate change is already affecting daily life in San Francisco. Residents feel it, through stronger storms, hotter days, and rising costs. Climate change is caused by burning fossil fuels like coal, oil, and gas. Fortunately, better alternatives are available.


Engagement and equity

The Climate Action Plan was shaped by public input and collaboration across city departments. A multilingual public engagement process gathered community feedback on the draft plan’s goals, strategies, and actions.  

The plan also underwent a racial and social equity review to help address environmental injustice and support benefits for historically underserved communities. Feedback from both processes helped shape the final plan.


What's next

Publishing the Climate Action Plan is only the beginning. Implementation will take continued coordination, accountability, and action across the city.

Since the 2021 Climate Action Plan was released, the city has tracked implementation progress through this public dashboard. You can still explore that history to see how actions from the previous plan have advanced.

The 2023 Climate Action Plan Progress Report, published every two years, provides additional detail on emissions trends, reductions, and implementation progress, including the status of actions from the 2021 plan.

Now, with the launch of the 2026 Climate Action Plan, San Francisco is building on that progress with a new roadmap for action through 2030 and beyond.
