Learn how to read a Construction & Demolition (C&D) inspection report and understand what is required of you.
You may have received a Construction & Demolition (C&D) inspection report because of:
- A routine site inspection
- A complaint about a C&D project or transport activity
- Information submitted in the Green Halo construction waste management system
- Information submitted in response to a Documentation Request
Here is how to read an inspection report
On page 1 of the inspection report, you will notice the following:
1. Types of inspection reports
This section indicates the type of inspection report you received, which determines the actions that are required of you.
- Notice of Violation: indicates that you have received a Notice of Violation (NOV) for an observed violation(s) and will need to correct, or cure, the violation(s) within the identified cure period (see #5 Cure period below). Failure to correct the violation(s) within the cure period will result in an administrative fine.
- Documentation Request: indicates that you have received a Request for Documentation (RFD) and are required to provide the requested disposal receipt or other records within 30 days. Failure to provide the requested documentation will result in an administrative fine.
- Warning: indicates that you have received a Warning for an observed violation(s) or non-compliance. No action is required to correct the Warning. However, you may receive a Notice of Violation (NOV) in the future if additional violations are observed.
2. Inspection type
This section indicates the source of the inspection report that you received.
- Routine: indicates the inspection report is based on observations and findings made during a routine inspection of a jobsite.
- Reinspection: indicates the inspection report is based on observations and findings made during a follow up inspection of a jobsite that previously received an inspection report.
- Complaint: indicates the inspection report is based on observations and findings made during a jobsite inspection that was initiated in response to a complaint or referral.
- Green Halo: Indicates the inspection report is based on weight tickets or other information submitted as part of a Green Halo construction waste management plan.
3. Violations and required actions
This section indicates:
- Violations: the violation(s) that were observed and documented in the inspection report. Additional details about the violation(s) is provided in the “Observations/Violations” section (see #4 Observations/Violations below).
- Required actions: the corrective action you are required to take to cure the identified violation(s).
If this section is blank, a Notice of Violation (NOV) has not been issued (i.e., no violations were observed) and you are not required to take any corrective action.
4. Observations/Violations
This section provides additional details about the observations and findings that resulted in the violation(s) and identifies the corrective action you are required to take to cure the violation. For example, this section may direct the person who received the inspection report to obtain a permit for a vehicle that was observed transporting mixed C&D debris without a permit. 5. Cure period
This section indicates how many days you have to correct, or cure, the violation(s) by completing the identified corrective action. If you were issued multiple violations, each violation may have its own cure period.
The violation number identified in this section corresponds to the violation number in the “Violations and Required Actions” section on page 1 of the inspection report (see #3 Violations and required actions above).
6. Fine amount
This section indicates the fine amount that you will have to pay if the violation is not corrected, or cured, within the identified cure period (see #5 Cure period above). If a violation is not cured within the identified cure period, a separate citation will be sent to you with payment instructions.
7. Self-verification of corrected violations
This section provides direction on how to submit the requested documentation required to correct, or cure, a violation(s) or comply with a Request for Documentation (RFD). Additionally, you may request an extension of the cure period of up to 5 business days by emailing [email protected]. Failure to include entity name, address, and inspection ID number in the email may delay resolution of your Notice of Violation (NOV).
