San Francisco’s EV Roadmap & EV Ready Blueprint
In 2018, City departments and private sector partners developed the Electric Vehicle (EV) Roadmap (Executive Summary), which is part of a broader strategy to achieve 100% greenhouse gas (GHG)-free transportation by 2040.
The effort, led by SF Environment, SF Municipal Transportation Agency, and SF Public Utilities Commission, resulted in six program areas, each with its own suite of actions, which are meant to help advance strategic electrification efforts across the transportation sector:
- Public awareness: Achieve broad public awareness, understanding, and consideration of the options and benefits of electric mobility.
- Incentives: Create a preference for electric mobility over gasoline and diesel vehicles.
- Charging infrastructure: Ensure that charging infrastructure for EVs is available and convenient for all residents, businesses, and visitors.
- Grid: Integrate EV charging with the electrical grid to maximize the benefits of charging infrastructure and support the transition to a renewable energy future.
- Medium- and heavy-duty: Lead the way in medium- and heavy-duty vehicle electrification.
- Emerging mobility: Advocate for and encourage emerging mobility options to be emission-free.
With funding from the California Energy Commission, SF Environment led the effort to develop an EV Ready Community Blueprint that lays out a strategic implementation plan to turn the City’s ambitious vision of 100% GHG-free transportation in San Francisco by 2040 into reality. The Blueprint outlines the actions and timelines needed to achieve specific outcomes, identifies potential barriers and challenges, and assigns roles and responsibilities to City departments and supporting partners to ensure successful implementation.
San Francisco’s Climate Action Plan
Building on the EV Roadmap and EV Ready Blueprint, the 2021 San Francisco Climate Action Plan includes two key transportation sector goals and associated strategies to ultimately achieve net-zero GHG emissions by 2040:
- By 2030, 80% of trips taken by low-carbon modes such as walking, biking, transit, and shared EVs.
- By 2030, increase vehicle electrification to at least 25% of all registered private vehicles, and to 100% of all vehicles by 2040.
San Francisco's Medium- and Heavy-Duty ZEV Blueprint
In 2025, with funding from the California Energy Commission, SF Environment developed a citywide Medium- and Heavy-Duty (MDHD) Zero-Emission Vehicles (ZEV) Blueprint. The Blueprint focuses on MDHD ZEV adoption for small- and medium-sized, ensuring none are left behind. Successful MDHD ZEV adoption is a specific focus of the City’s ambitious Climate Action Plan goal of net-zero emissions in San Francisco by 2040, and the California Air Resources Board’s statewide goal of 100% zero-emission MDHD on-road vehicles by 2045 where feasible.
