Getting Started
To participate in the new Virtual Warehouse program, you are required to complete the User Agreement form. Be sure to check with your city department for internal protocols and procedures.
Email [email protected] to request a login invitation to the Virtual Warehouse Platform.
For City Staff: To inquire about items
Check in on your department's internal protocols first. Then, login to your Virtual Warehouse account and browse the available items. Once you find an item you are interested in, use the Message feature to message the listing manager of the item.
For City Staff: To turn in items in usable condition
- Check your department's internal protocols.
- Inventory the item(s) using the “Create new listings” button on the platform.
- Be sure to upload an image of the item(s) to your listing(s).
- Wait for other users to message you about your item(s).

About the Virtual Warehouse
The City and County of San Francisco's Virtual Warehouse (VW) facilitates the reuse, recycling, and proper disposal of surplus City materials. It is governed by the Surplus Disposal and Resource Conservation Ordinance.
The Virtual Warehouse helps:
- Prevent valuable items from going to the landfill
- Save money on purchasing and disposal costs
- Meet San Francisco's goal of zero waste
The Environment Department manages the VW by using the following hierarchy when determining what to do with the surplus items.
1a. Reuse by City Departments
Surplus materials are made available online to City departments.
1b. Public Auction
For surplus materials that are no longer appropriate for the City's continued use, but have some monetary value, such as old or high mileage vehicles or medical equipment.
2. Donations
Surplus materials are donated to schools and non-profit organizations. These organizations must be certified 501C's.
3. Recycle for Salvage Value
Materials such as scrap metal, are recycled for salvage value.
