Meeting Accessibility
Members of the public are invited to observe Commission meetings in-person or remotely online. Copies of explanatory documents are available (1) on the Commission’s website http://www.sfenvironment.org/commission; and (2) upon request to the Commission Affairs Officer, at telephone number (415) 355-3709, or via e-mail at kyle.wehner@sfgov.org. Please be advised that the ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited, and the Chair may order the removal from the meeting room of any person responsible for the ringing or use of a cell phone, pager, or similar device.
Public Comment
Members of the public attending meetings in person will have an opportunity to provide public comment on each agenda item. In addition to in-person public comment, the Commission will hear up to 15 minutes of remote public comment on each agenda item. The Commission will hear remote public comment on each item in the order that commenters add themselves to the queue to comment on the item. Because of the 15-minute time limit, it is possible that not every person in the queue will have an opportunity to provide remote public comment. Remote public comment from people who have received an accommodation due to a disability (as described below) will not count toward the 15-minute limit.
The public is asked to wait for the particular agenda item before making a comment on that item. When the moderator announces that the Commission is taking public comment, members of the public can stand before the Commission and be called forward. Each member of the public may address the Commission for up to three minutes, unless otherwise announced by the President. Comments will be batched so all in-person comments will typically go together, and all Webex or phone comments will typically go together.
The Brown Act forbids the Commission from taking action or discussing any item or issue not appearing on the posted agenda. This rule applies to issues raised in public comment as well. In response to public comment, not on an agendized item, the Commission is limited to:
-
Briefly responding to statements made or questions posed by members of the public, or
-
Requesting staff to report back on a matter at a subsequent meeting, or
-
Directing staff to place the item or issue on a future agenda (Government Code Section 54954.2(a).)
Persons unable to attend a meeting may submit to the Commission, by the time the meeting begins, written comments regarding agenda items. These comments will be made a part of the official public record and shall be brought to the attention of the Commissioners. Any written comments should be sent to: Commission Affairs Officer, Environment Department, 1155 Market Street, 3rd Floor, San Francisco, CA 94103 by 5:00 p.m. on the day prior to the meeting. Comments that cannot be delivered to the Commission Affairs Officer by that time may be taken directly to the meeting at the location above. When bringing handouts to meetings, please photocopy on both sides of the paper and try to use post-consumer recycled or tree-free paper. Also, please bring sufficient copies of handouts for the Commission, the Commission Affairs Officer, and the public.
